Steps to reproduce

  1. Go to https://www.topcoder.com/challenges/terms/detail/564a981e-6840-4a5c-894e-d5ad22e9cd6f while logged out
  2. Scroll to the end of the terms section
  3. Notice that you can agree and accept the terms condition

Actual result

Functionality to agree to the terms is present even if user is logged out

Expected result

If user is logged out, the functionality to agree to the terms does not need to be present
