Description:
When navigating to the Topcoder Academy and opening the Data Science Fundamental course, hovering over the "Skills Covered" icons shows a tooltip that is overlapped by the expand arrow from the left section, causing the tooltip text to be partially hidden and reducing readability.

Steps to reproduce:
Open https://www.topcoder.com/challenges in a browser.
Navigate to the Topcoder Academy section.
Open the Data Science Fundamental course page.
Hover the mouse cursor over the "Skills Covered" icons.
Observe the tooltip displayed.
Actual results:
The tooltip text for the skills covered is overlapped and partially obscured by the expand arrow located in the left section of the page.
Tooltip content is difficult to read due to this overlapping UI element.
Expected results:
The tooltip should be fully visible, not overlapped or obscured by any other UI elements.
The expand arrow should not interfere with tooltip display, ensuring clear readability of the skill descriptions.
