When editing software, the name does not appear in the "Software name" field. #150

Steps to reproduce

  1. Open the page https://account-settings.topcoder.com/#tools

  2. Scroll to Software

  3. Create a new software program
    Ex:
    Software type: Browser
    Software name: Test-Browser-name

  4. Click "Add Software to your List"

  5. Edit the newly created software program

Actual result

The name of the software being edited does not appear in the "Software name" field.

Expected result

When editing, the software name should appear in the "Software name" field, making it easier for the user to understand what is being edited if they find more than one software program with the same type.

All the Edit buttons in the Tools page don't seem to be prepopulating values. Another relevant issue #133

We also need to validate for mandatory values while saving the edits.
